That is why I have the confidence to say as a gentile that of course we need a memorial and must have one, and we need an education centre, but we have not yet got the mix quite right. What would “right” look like? For me, it would look like a memorial in Victoria Tower Gardens, to scale and appropriate to the importance of what it commemorated. From my point of view, for all the reasons that have been gone through—I will not try to rerun them all again now—we could do it better, and more effectively, if we were able to bring ourselves to move the educational centre to some other location and at the same time address the points made by the noble Lord, Lord Carlile, and others.
