Planning is based around land use, which inter alia involves alternative sites. Of course, there is a very real possibility that the planning process ends up spitting out the Government’s current ideas—and I think the Government accept this. I also think there is unanimity in this Chamber that, somewhere, we want a learning centre. A lot of people think that the proposed site is the wrong place, but there is little doubt that there is agreement about the desirability of this.
