My Lords, we have listened carefully to all the debates focused on planning issues during the progress of the Bill, and we are clear that the planning process is the appropriate place for these issues to be addressed. Amendment 5 in the name of the noble Baroness, Lady Deech, would take progress on the delivery of the landmark Holocaust memorial and learning centre backwards considerably. I have said already today that we are now 11 years on from the original commitment to deliver this. We are not rushing, and there have been ample opportunities to raise planning concerns. Indeed, a planning process will follow the passage of the Bill, and those concerns can also be addressed as part of that process. It has been the policy of successive Conservative Governments that this project is well suited to the current planned site of Victoria Tower Gardens. A legislative requirement such as this would certainly prevent its timely delivery and risk the future of the project. We therefore cannot support the noble Baroness’s amendment.
