9: After Clause 2, insert the following new Clause— “Restoration and Renewal of Parliament not to be impededThe activities described in section 1(1) may not be commenced on the land referred to in section 2 unless the authorities of both Houses of Parliament have certified that they are satisfied that those activities will not impede the approval and implementation of any restoration and renewal of the Palace of Westminster.”Member's explanatory statement This Clause seeks to ensure that any Holocaust Memorial and/or Learning Centre in Victoria Tower Gardens has no adverse effect on the Restoration and Renewal of the Palace of Westminster including the planning consent for this project and the consequent disapplication of the London County Council (Improvements) Act 1900.
