The dust and noise associated with R&R is inevitable, but R&R must be done. I strongly support any move to get going on this. However, the impact of R&R on a memorial, and vice versa, is very serious indeed, not to mention the security issues. I do not envy the parliamentary authorities in trying to deal with all this, but the last thing they need is to have to take into account a Holocaust underground learning centre, with the associated excavation and all the other issues we are by now familiar with.
