73: After Clause 5, insert the following new Clause— “Removal of unregistered status for approved kinship carersNotwithstanding the provisions of the Care Planning, Placement and Case Review (England) Regulations 2010 (S.I. 2010/959) and the Children Act 1989, no placement of a child with a kinship carer that is approved by the Director of Children’s Services, shall be considered an unregistered placement.”Member’s explanatory statement This amendment would allow local authorities to place a child with a kinship carer without needing to meet the fostering placement standards, where it is judged by the local authority to be in the best interests of the child, as a registered placement, including for the purposes of Ofsted inspection.
