There is a much bigger issue here: regulatory overlap, which needs to be addressed on a cross-government basis—in fact, probably on a cross-societal basis, to be perfectly honest. That is something we all have to get involved with at some point, as my noble friend Lord Holmes said in the incredibly important point he raised. This is clearly a subject that demands considerable attention. I hope the Government will bring all these subjects together fairly soon because, as we keep seeing—including yesterday in this House—the way that it is happening at the moment promotes a piecemeal approach, which is definitely suboptimal. I believe my noble friend called that a strange situation, and I have to agree.
