I listened very intently to what the noble Lord, Lord Sharpe, had to say, which in many ways was more sympathetic to this form of regulation than I expected. I do not believe there should be a juxtaposition between vigilance and regulatory restraint. There is a kind of Saint Augustinian approach to regulation, which I am afraid I do not share. I beg leave to withdraw Amendment 148.
