Many people, including me, assumed that the commitment to the electorate and our 34 million-strong workforce was that the Bill would establish sectoral collective bargaining, beginning in the adult social care sector; but the fact of the matter is that it does not. At some point after the election manifesto, the Government decided that there would not be a mechanism for establishing collective bargaining in any sector of the economy. I am not aware of the factors that led to that change of heart.
