I thank the noble Lord for that introduction, because I was going to go on to say that the Government think that the powers taken in Clause 55 are necessary and proportionate. Indeed, the Delegated Powers Committee said that “it is heartening that in a Bill with so many delegated powers” it had “only found four on which to raise concerns”. Clause 55 was not one of those four, and we will of course respond to the committee’s recommendations in due course.
