National Security Act 2023 (Foreign Activities and Foreign Influence Registration Scheme: Exemptions for Certain Foreign Power Investment Funds, Education, Government Administration and Public Bodies) Regulations 2025

My Lords, these four draft regulations represent the next step in operationalising the foreign influence registration scheme established under Part 4 of the National Security Act 2023, a piece of legislation introduced by the previous Conservative Government. I am sure that the Minister will be pleased to hear that we support these instruments. They provide essential tools better to protect our national security from covert foreign influence, a matter of the utmost importance. As the Minister explained, the regulations are designed to enhance transparency, deter malign activity and enable earlier disruption of potentially harmful arrangements directed by hostile states. In an increasingly complex and contested geopolitical environment, this is both necessary and timely.
