385: After Clause 160, insert the following new Clause— “Wearing a face covering while cycling(1) A constable may stop any person to whom subsection (2) applies.(2) This subsection applies to a person who wears a face covering while cycling or riding a scooter in such a way as to conceal their identity.(3) Where a constable has exercised the power under subsection (1), the constable may also require the person to remove the face covering.(4) A person who fails to stop when required to do so by a constable in the exercise of their powers under this section commits an offence.(5) A person who commits an offence under this section is liable on summary conviction to imprisonment for a term not exceeding one month or a fine not exceeding level 3 on the standard scale (or both).”
