The noble Baroness, Lady Kidron, made a great play of the issue of copyright theft. To say that the Government are legalising or enabling theft is simply not right. Let me be categorical: no changes have been made to copyright law. It is still enforceable and there are cases right now before the courts. No changes will be made until we have gone through the process that we have set out, and that will be transparent. It will be informed by and subject to scrutiny in both Houses.
