1: Before Clause 1, insert the following new Clause— “Purpose(1) The purpose of this Act is to— (a) improve the safety and wellbeing of children;(b) improve the regulation of children’s homes, fostering agencies and other settings where looked after children are accommodated;(c) improve safety and standards and remove barriers to opportunity in schools in England and Wales;(d) make provision regarding children not in school.”
