The right honourable Mark James Harper, having been created Baron Harper, of Forest of Dean in the County of Gloucestershire, was introduced and took the oath, supported by Lord Taylor of Holbeach and Lord Young of Cookham, and signed an undertaking to abide by the Code of Conduct.
