145: Clause 17, page 26, line 24, leave out “beyond reasonable doubt” and insert “on the balance of probabilities” Member’s explanatory statement This amendment, and another in the name of Baroness Scott of Bybrook, seeks to apply the normal standard of proof for civil cases for these fines and probes the Government’s reasons for applying the criminal standard of proof.
