Renters’ Rights Bill

The noble Lord referred to my comments. What I was doing was reading out his amendment where it says: “Where a property has been let subject to an assured tenancy or assured shorthold tenancy at any time in the preceding three years, it must not be let as a short-term rental property … unless a change of use has been permitted”. I was trying to understand whether, when there is a change in ownership—not just any old renting out if somebody goes away—that would prevent a new owner-occupier being able to do what is suggested without planning permission. I was just trying to understand his own amendment.
