Simultaneously, authorities are being tasked with additional responsibilities, including the enforcement of new housing standards and regulatory duties, most notably the new consumer standards. With this in mind, again, how did the Government derive a figure of £40,000? Can the Minister set out how the Government reached these limits? I trust that the Minister considered the ability to pay, the right to redress and the proportionality of the fines when reaching her conclusion.
