I hear what the noble Baroness says about this limiting the scope of the commissioner’s work. It could, but that is a weak argument because the Bill already states other things that the commissioner can do, so what the noble Baroness is arguing for is an additional element. I do not think it is a game changer in terms of the way the commissioner will be able to do his or her job, or individuals being able to come forward with serious concerns about their or other people’s welfare issues.
