I think we were convinced in Committee that it was not appropriate to have a list in the Bill and that it was something to be left to the commissioner. None the less, when I asked the Minister during that debate how the commissioner would deal with the particular and specific concerns of under-18s, which are different from those of any other group, he said, and I appreciate it, that
