Armed Forces Commissioner Bill

My Lords, I shall be very brief. It was very helpful for the noble Baroness to repeat what was said by the Government on this particular issue. My concern most generally is that the chain of command is respected, and if you were to introduce arrangements which reduced the authority of the chain of command, that would be unsatisfactory. The only other issue on this is if the inquiry that the commissioner was making involved the commanding officer himself or herself. How would that be dealt with? It needs to be quite clear that there are arrangements, and what the noble Baroness read out covers that, but I should just like to be absolutely certain that, if the commanding officer himself or herself is part of the inquiry of the commissioner, then that can be dealt with.
