I thank the hon. Gentleman for that important intervention; I will turn to that matter in due course. The Government cannot support Lords amendment 44 on principle. Extending the consent requirement would risk discouraging families from seeking or continuing to receive help or support. The amendment suggests that a child’s or a family’s circumstances can never change.
