Finally, I turn to the Liberal Democrat’s growth amendment, amendment 4. Here we find ourselves in a familiar and supportive position. This amendment, which seeks to place a further objective on the Bank of England to consider the competitiveness and growth of the market before directing the recapitalisation of a fail small bank through a levy on the banking sector, echoes concerns raised in the House of Lords.
