My Lords, I will be incredibly brief. My name is on the amendment, along with that of my noble friend Lord Blencathra. It is an issue I raised at Second Reading. It is something that has been of great importance, but we have had some very fine interventions and speeches this evening, which I do not wish to repeat. I would simply say, without trying to sound in the least bit pompous, that constitutional change is not just a matter of winning votes; it is also about winning arguments and taking others with you. I simply say to the Government that, judging from the mood I have sensed this evening, if they were to give even a little in this area, they could gain a great deal. I encourage the Government to look again a second time, and indeed a third time, at some of the very fine points that have been made in this House this evening.
