Yes, that is right. After detailed consultation in which shortlisted schemes toured the UK and a major consultation event for Holocaust survivors was held, the judging panel chose the winning design for a Holocaust memorial with a collocated learning centre because of its sensitivity to Victoria Tower Gardens. Public exhibitions were held to gather feedback on the winning design ahead of a planning application. As the law requires, further consultation took place around the planning application.
