24: After Clause 2, insert the following new Clause— “Restoration and RenewalThe activities described in section 1(1) may not be commenced on the land referred to in section 2 unless the authorities of both Houses of Parliament have certified that they are satisfied that those activities will not impede any restoration and renewal of the Palace of Westminster.”
