The regulations are about giving powers to people to ensure that there is compliance, so what is the point of these powers if not to force people into revealing whether they are complying? What are the consequences if they do not? Perhaps the Minister could give us a definite answer tonight, so that consumers and businesspeople in Northern Ireland can know what the facts actually are, instead of having to scrabble around all the time trying to find out for themselves the answers to these difficult questions.
