My Lords, I offer my support to the noble Lord, Lord Burns, in this amendment. The key point is that his report was based on a situation where there was unlikely to be any legislation possible in the foreseeable future. There is now the possibility of legislation, because we are debating it. I think it is agreed on in all parts of the House that a limit is necessary. I was very struck by the noble Lord’s comments that the principle is more important than the number, and his move from 600 to 650 simply to get the principle in. It seems to me that there are a few things in our debate on which we agree which could be accepted by the Government, while there are a vast number of things which are completely out of scope and require a full debate on the future of the House. In this respect, this is something that the House would do well to listen to and I hope the Government, when it comes to Report, will look favourably on whatever the noble Lord might bring forward at that point.
