How is what the Minister is saying consistent with what he said on the Floor of the House on 9 December, when he said: “the changes are designed to… focus the time of elected councillors on the most significant or controversial applications”—[Official Report, 9 December 2024; Vol. 758, c. 673.]— which he is going to dictate? Will he, at the very least, publish his draft regulations on what he intends through clause 46 alongside the passage of the Bill?
