All those points will be set out in regulations, and I am more than happy to confirm that to the noble Baroness in writing. The OBR’s economic and fiscal outlook and its supplementary forecast publications set out how behavioural responses have been considered in certifying the costings, as some of these behavioural assumptions were also published in the policy costing that accompanied the Budget. The supplementary forecast information was drawn from analysis and data supplied to the OBR by the Government ahead of Budget 2025, in line with a standard process by which the OBR scrutinises and certifies costings. The Government’s published costings therefore already reflect these behavioural effects. The OBR has certified these costings in the usual way. Given that the material referenced is already publicly available and has been fully reflected in the certified policy costings, the Government do not believe that it is necessary to review the OBR’s supplementary forecast.
