My conclusion is this: once again, the noble Earls, Lord Devon and Lord Kinnoull, have tabled amendments that the House seems to favour—that is, a 10% requirement per Session for the future. That may be the way to go forward on Report. With those words, I beg leave to withdraw my amendment.
