I was amused, as I always am, by my noble friend Lord Parkinson in his Amendment 28. I forgive him for going to the Back Benches just as I was about to bring the debate to a close, because he made a very witty and amusing speech. As he so often does, he illustrated, in the middle of his amusing wit, a rather important point: that a maximum level may be something that some people would wish to look at.
