Well, I am very grateful to the noble Lord for forgiving my rookie mistake. We have already discussed during the course of the evening what I anticipate is an almost unanimous view of those of your Lordships who participate regularly in this House on the unacceptable situation of those who do not. There has been a fruitful discussion today, with insightful contributions from all sections of this House, reflecting a determination to address both that problem and the issue of participation. However, I respectfully say to the noble Lord that the very fact that there are Members of your Lordships’ House who do not participate but nevertheless continue to enjoy the benefits of the title is not an argument for creating yet another class of life peerage; it is an argument for the work that will, I hope, take place to address the problems that we face with participation.
