My Lords, I thank my noble friend for explaining so well the reasoning behind why we should wait for the planning system. I was going to say something very similar, but now I do not need to because of the timing. However, it would be helpful if the Minister could take the opportunity to give this Committee more detail about the process and the legalities, and about the reasons why we are doing what we are in this Bill, and where it should not then have anything to do with the planning system. That is an important thing to do and I ask that we have it in writing, to clarify this well in time for Report. I was going to say something about all the other amendments in this group, but I feel that they would be much better discussed within the planning system and not within this Bill. I will mention something about tea rooms. Interestingly, when I came in today, I was very much in support of not having them, but, having listened to the evidence and thought about it, it is actually not a bad thing to have that in a park that is used by all sorts of people for all sorts of different reasons. I certainly will not be supporting that proposal any longer. As far as I am concerned, all the other amendments should be dealt with in the planning system, so it is not worth my taking up any more of the Committee’s time.
