My Lords, the Motion in the name of the noble Baroness, Lady Manningham-Buller, has been moved, as has the amendment in the name of the noble Viscount, Lord Hailsham. The noble Lord, Lord Hamilton, has spoken to his amendment. For the remainder of the debate, the advisory speaking time is four minutes, and I ask all noble Lords to adhere to that.
