29: Clause 4, page 5, line 30, at end insert— “(3) The Secretary of State must lay before both Houses of Parliament a comprehensive framework outlining the conditions and procedures for the use of emergency powers under this section.(4) Product regulations providing for emergency disapplication or modification may not be made until this framework has been laid before Parliament and approved by a resolution of both Houses.”Member's explanatory statement This amendment requires the Secretary of State to present a framework to Parliament defining the use of emergency powers.
