Church of Scotland (Lord High Commissioner) Bill

It is a pleasure to serve under your chairmanship, Ms Ghani. I hope that I will not detain the Committee for long in dealing with the two clauses. The purpose of clause 1 is to make provision to allow a person of the Roman Catholic faith to hold the office of Lord High Commissioner to the General Assembly of the Church of Scotland. The Lord Chancellor (Tenure of Office and Discharge of Ecclesiastical Functions) Act 1974 removed restrictions on individuals taking up the office of Lord Chancellor, and, similarly, the Bill removes the restriction on the Lord High Commissioner from the Roman Catholic Relief Act 1829. Clause 2 sets out the extent, commencement and short title of the Bill: it extends to England and Wales, Scotland and Northern Ireland. It will come into force on Royal Assent, which will ensure that the upcoming appointment of Lady Angiolini as the Lord High Commissioner goes ahead in the run-up to the General Assembly in May. It is clear that the Bill commands a broad consensus, and I am grateful to colleagues for their approach to it. I look forward to the rest of the debate today, and to seeing the Bill on the statute book soon.
