Finally, I will mention the kind of events I am worried about. Buckley is a small town which has a jubilee every year. I am not suggesting that noble Lords will have heard of it, but it has been going on for 150 years; it is quite famous in its own locality. It is organised by all the local churches, the Scouts and the Guides. There is a march through Buckley, led by the Royal Buckley Town Band. It is quite an occasion—everyone goes out, children have a day off school, et cetera. Recently, there has been something of a to-do because Flintshire’s chief officer for streetscene and transportation has said that from now on the Buckley jubilee organisers will have to pay for road closures and traffic management that the council previously paid for. It has sent a panic through Buckley because it will be too expensive.
