There is already a huge amount of financial and regulatory pressure on local community events that are part and parcel of what makes a town a town and brings people together. Being able to call for an exemption is appropriate. If there is a very low level of terrorist risk at any given time, we should be able to say that the Bill’s requirements are no longer necessary.
