Amendment 13 seeks to establish exemptions from public protection procedures in certain circumstances. While the core purpose of the Bill is to enhance security and preparedness, it is vital that we do not impose unnecessary or disproportionate burdens on venues where the measures being imposed would not demonstrably make a difference. There are many premises—whether small community spaces, charitable organisations or certain low-footfall establishments—where the practical application of these procedures may not have any real impact on the security challenges that these venues face. An exemption mechanism would allow for a more nuanced and common-sense approach, ensuring that resources are focused where they are most needed. If my noble friend Lord De Mauley intends to test the opinion of the House, he will have our support.
