Similarly, Amendment 25 introduces the concept of variable thresholds based on the national threat level. This is a highly pragmatic proposal. The terrorism threat landscape is not static; it fluctuates based on intelligence, emerging risks and global events. A rigid, fixed threshold does not account for these realities. By allowing thresholds to be adjusted in response to the national threat level, we can ensure that security measures are proportionate to the actual risk at any given time. This approach avoids placing undue restrictions on businesses and public venues during periods of lower threat, while ensuring a swift and appropriate response when the risk escalates.
