I also reassure noble Lords that the Government will keep both the impact and the effectiveness of the legislation under review. I have given that assurance to the noble Lord, Lord Murray, on post-implementation, as well. Should unintended consequences be identified, the Bill provides powers for Ministers to adjust the scope of the regime as appropriate. These powers have been debated in the House and I have put in additional safeguards for them, as well.
