The proposed timescale for a report to be laid before Parliament—18 months after Royal Assent—given what I have told the House tonight, would in effect entail the review being conducted prior to the Bill coming into force. I therefore hope that the noble Lord, Lord Davies, will not press his amendment, but that remains a matter for him.
