My Lords, I think it is a little bit much for the noble Baroness to give my noble friend Lord Moynihan a hard time for making what she said was a Second Reading speech. The fact is that we had Second Reading nearly three months ago—there is no reason for the delay. Why were we not dealing with this Bill in January and February? Why has it taken so much time? I began to think that the Government had forgotten about this Bill or had changed their minds and were not taking it forward. The noble Baroness in her reply—also a reply to a Second Reading speech—did not really look at the merits of the amendment itself, which concerns the “connection between the possession of a hereditary peerage and obtaining membership of the House of Lords”. When the noble Baroness said that she is happy for discussions to take place, she said discussions with conditions, and that this Bill has to be passed and agreed to in all aspects before there can be a discussion. That is not a sensible or equitable way to have a discussion—
