I did not mean to imply that in the statement; I was referring to the security strategy. The SDR is well under way, and as soon it has been completed I will put it before the House, but what is most important is for us to get it right rather than meeting a timeline. I am not seeking to delay it, but I am absolutely clear in my own mind that we need to ensure that we understand the challenges we face, and the capability. I am particularly struck by the developments that have taken place during the three years of the conflict in Ukraine. The way in which the fighting started three years ago is very different from the way in which it is happening now. I was there a few weeks ago, and among the things I took away was the need for us to learn the lessons of Ukraine and bind them into what we are doing, rather than thinking that we are dealing with the world of even two or three years ago. That is why I want to ensure that this is the right review and the right strategy to put before the House.
