I simply do not understand how the regulator is allowed to turn its back on the Act as agreed by Parliament, and I am bewildered that government lawyers, who during the passage of the Bill were so determined to pin everything down, have advised the new Government that it is okay for them also to blithely ignore what was so hard won.
