29: Clause 5, page 3, line 16, leave out “consult the Welsh Ministers before including” and insert “not, without the consent of the Welsh Ministers, include” Member's explanatory statement This amendment, and my amendment at page 3, line 17, provide that the Secretary of State must not, without the consent of the Welsh Ministers , include in a statement of strategic priorities anything which concerns a matter provision about which would be within the legislative competence of the Senedd Cymru.
