11: Clause 11, page 8, line 2, at end insert— “(1A) A franchising authority may not make a direct award of a public service contract under this regulation until it has conducted an evaluation of the operator’s previous performance in meeting accessibility targets, including specific improvements to service accessibility for disabled passengers.”Member's explanatory statement This amendment ensures that franchising authorities evaluate the incumbent operator’s past performance on accessibility metrics, including improvements for disabled passengers, before granting a direct award.
