It is Government’s view that organisations using the guidance must have flexibility to make their own decisions based on their local circumstances and what will work most effectively to support their communities, including disabled passengers. While I support the aim to achieve consistency in the design of stopping places, I am concerned that, as drafted, the amendment will place more onerous and overly prescriptive requirements on authorities. It is also likely that such an obligation would be inconsistent with the legal status of statutory guidance, which cannot place an obligation on users to take specific steps.
