75: After Clause 39, insert the following new Clause— “Power to change amount of fixed penalties: Wales(1) The Welsh Ministers may by regulations amend section (Fixed penalty notices: Wales) in relation to the giving of fixed penalty notices in respect of any offence other than an offence under section 20 so as to—(a) change the amount which must be specified in notices, or(b) change the percentage discount for early payment. (2) The amount mentioned in subsection (1)(a) must not be changed to an amount that exceeds level 3 on the standard scale of fines for summary offences.(3) Regulations under this section are subject to the affirmative resolution procedure.”Member’s explanatory statement See the explanatory statement for my amendment to clause 32, page 17, line 27.
